I just received this news from fellow twitterer @yolynne . She shares this link from codamon.com and it says from this NTC document that NTC requires anyone (any pinoy, I guess) to obtain a license for posting online content. (It is said that the license costs about 6,000 pesos.) It has been clarified, however, as stated in the document that only telecoms are affected by this.
My only reaction to this is that this is completely useless and doesn’t achieve any purpose whatever for the sake of our country. I think this is just some sort of profiteering.

Another stupid ploy of the Phil gov.t to siphon more from it’s people. tsk tsk tsk. Talk about stupid.
Here’s how the document defines content developers:
Contents Developers – are persons or entities creating contents.
That definition makes no mention of a telecom restriction. It includes anyone who posts anything.

Oh, yeah, you are right. I hope the NTC clears up all the issues soon, before this one gets passed.
